City Recorder

 

THE CITY RECORDER:

  • Is the local official who administers democratic processes such as elections, access to the city records, and all legislative actions ensuring transparency to the public;
  • Acts as a compliance officer for state and local statutes including the Government Records access and Management Act (GRAMA), and the Open and Public Meetings Act;
  • Is the custodian of the City Seal and has oversight of the adoption and publication of the city’s municipal code (adopted ordinances);
  • Receives annexation petitions and follows them through to completion as required by Utah Code; and
  • Manages public inquiries and relationships, and provides support services to the Mayor, Council, and Administration.

Rian was appointed the City Recorder position in 2023. Rian has served in local government for several years, working as a Dispatcher, Police Records Clerk, Civil Bench Warrant Clerk, and Clerk of the Legislative Body for governmental agencies across the Wasatch Front.  Rian enjoys being in the great outdoors and is proud to both live and work in North Ogden City.

Joyce is a Deputy City Recorder and has been employed at North Ogden City since 2013. She attended Utah State University where she earned her Associate Degree in Business Information Systems. She enjoys living and working in North Ogden. 

Susan Nance

Susan has worked for North Ogden City since 2015. She started in the Planning Department, then transitioned to a Deputy City Recorder for over four years before being appointed to the City Recorder position. Susan and her family relocated but Susan continues to assist the Recorder's Office. Susan is a graduate of Weber State University with a bachelor’s degree in Business Management and received her master’s degree in Interdisciplinary Studies focused on Public Administration and Leadership, from Southern Utah University.  She enjoys being outdoors, coaching sports, traveling, and spending time with her family.
