North Ogden City has been working towards the construction of a community park/detention facility located at approximately 2300 N and 250 E.  This planned project has been in the works and discussed during council meetings since 2016.  In 2017 during the budget process a concept was given the green light so the designers, engineers, and others could start working through a more detailed plan. 

As planned this facility could serve 3 purposes:
Detention Basin for North Ogden City

North Ogden City has an existing storm water basin located at 2550 N and 200 E.  The existing basin is in an area that could be used for prime commercial real estate.  The plan is to relocate the existing basin, which is not providing any sales tax or property tax to the City, to the new location and sell the existing location to a retail project developer.  This would provide the city roughly 1.6 million in the sale of the property, $14,000 in annual property taxes and an estimated $198,000 in annual sales tax ($30,000 per acre based on other commercial development in the City) for the foreseeable future.  

Recreational Facility/Pond

North Ogden City has applied for two grants (Federal - NCRS, and State - Utah Outdoor Recreation Grant) to help with the development of a recreational facility/community pond at this location. The pond is planned to have two distinct features: a deep area (irrigation) and shallow area (recreation) as well as a sandy beach area, restrooms, parking, pavilions and other park features.  

Irrigation Facility for Pineview Water (Weber-Box Elder Conservation District)

Pineview will partner with North Ogden city in paying for the construction and will utilize this facility for the storage of irrigation water used for the pressurized secondary water system most residents have to water their yards and gardens.  Pineview is in need of a reservoir/storage facility in the future and this would serve the needs of the area.

Another alternative to the pond is to put in a park/detention basin like  Wadman Park and Orton (Green Acres) Parkwhich would be similar in facilities to many of the other parks around the City. 

These two options are listed below with supporting documents and details.

2. Park/Detention Basin

Develop the facility to serve as a detention basin for the city.  This option would not include participation from Pineview, and the city would not receive the state grant funding.  The city is still looking into whether or not it could receive the federal grant/funding for this option.  The facility would be a detention basin (similar to other North Ogden Parks) with grass, sprinklers, playground equipment and an open channel of water similar to Orton Park, which would occasionally be full of water during and immediately after rain storms.

8/30/2023 Update 

The environmental process of the project has come to an end! The City anticipates moving forward with the design and construction of the project in the fall of 2023 and early spring of 2024.

An open house meeting will be held on a future date to discuss possible recreational features for the project to accomplish the goals of the grant for irrigation, storm water storage, and recreational use.

The drawings show some of the conceptual design features to help visualize the future facility. This facility will be a new and exciting feature for North Ogden City - and should be functional in the fall of 2024!
